Thania de la Garza holds a Master’s in Public Policies and a Bachelor’s in Economics from the Instituto Tecnológico Autónomo de México (ITAM). Since 2009, she has served as Head of the Evaluation Unit at the National Council for the Evaluation of Social Development Policy (CONEVAL). She is a professor at some of the top universities in Mexico such as UNAM, ITAM, COLMEX, and CIDE.
She has coordinated more than 2,500 evaluations of public policies and programs. Under her direction, CONEVAL published a set of policy handbooks of what works in terms of social development programs. Throughout the use of systematic reviews, CONEVAL has addressed child nutrition, financial inclusion, youth education, elderly persons care, among others. She has been committed to promoting the use of evaluation in public policy with evidence translation tools intended for different audiences including evaluation executive summaries for decision-makers, infographics for press and general audience, and “storytelling” cards for parliamentary briefings.
Her work in CONEVAL has contributed to the development and strengthening of an evaluation culture in the Mexican Government. Through the promotion of the use of evaluations, her work has contributed to the improvement of social development policy as well as to guide budgetary decisions and promote transparency and accountability.
